The threat of plant closure, against a background of motor industry decline, acted as a catalyst in transforming extremely poor industrial relations at Ford Cleveland Engine Plant 2 into shared decision-making at every level.

Led, in the first instance, by senior management, which had to chivvy both union and middle managers into understanding what needed to be done, the new approach is completely different from the working practices at the two other Ford plants on the same site.
