Rochdale Metropolitan Borough Council's introduction of competencies in performance management forms part of a programme of cultural change that has been taking place since the appointment of Rochdale's new chief executive in June 2000.
Lying at the edge of the Pennines, Rochdale Metropolitan Borough Council (RMBC) is one of 10 boroughs that make up Greater Manchester. The borough serves a population of 206,000 and covers an area of approximately 65 square miles.
