Many public sector employees covered by review bodies have received basic increases set below the current inflation rate of 2.5%, resulting in growing disquiet over pay in civil service departments and the education sector.

The pay awards - which range from 1.5% for prison management staff, to 3.2% for some army personnel - reflect a tougher government stance on public sector pay.
