EU Pay Transparency Directive - Trends and insights

Out of the 27 EU member states, only Italy, Lithuania, Malta and Slovakia, met the 7 June 2026 deadline for transposing the EU Pay Transparency Directive (2023/970/EU) into national law. Greece followed shortly afterwards in July 2026. The remaining 22 member states are working on finalising their national implementation frameworks. The real challenge lies in how to make the rules work in practice and how to balance the objectives of the Directive with the administrative burden for employers.
For multinational employers, these early implementation models provide a practical compliance blueprint and an opportunity to benchmark pay structures, processes and procedures against real legislative requirements. They also reveal where national laws go beyond the Directive's standards and show how differing legal landscapes, industrial relations systems and administrative structures are defining implementation across the union.
