While human capital issues have a powerful impact on the competitive abilities of all businesses, there is "little evidence" that the HR role is developing to a higher level of strategic influence, an influential survey of human capital trends concludes.

The report from Saratoga, now part of PricewaterhouseCoopers, urges HR executives to "cease an introspective focus and produce practical human capital policies, which have a measurable impact on bottom line results".
