Single status: the story so far
Summary
The IRS Employment Trends survey of councils' progress in implementing the July 1997 single-status deal was carried out in June this year. All authorities in England, Wales and Northern Ireland were sent a postal questionnaire, and replies were received from 98 councils - with our respondents together accounting for more than 700,000 (58%) of the 1.2 million employees covered by the deal.
