Handle an opt-in or joining notice for the purposes of pensions auto-enrolment

Under the pensions auto-enrolment provisions, non-eligible jobholders can opt into a qualifying pension scheme and entitled workers can request to join a workplace pension scheme.
Eligible jobholders who have previously opted out or ceased membership of their employer's pension scheme may also opt in.
