EU: Directive introduces "EU blue card" for skilled migrants

The Council of the EU adopted a Directive on the employment of highly qualified migrants from outside the EU in May 2009, which introduces a new residence and work permit known as the "EU blue card".

In October 2007, the European Commission presented a proposal for a Directive on "the conditions of entry and residence of third-country nationals for the purposes of highly qualified employment" .
