France: Government proposes guaranteed minimum income

On 3 September 2008, the government announced draft legislation to introduce a new guaranteed minimum income scheme for people with low incomes, aimed at promoting employment and tackling poverty among those in work.

The proposed legislation will introduce an "active solidarity income" (revenu de solidarité active, RSA) across France from 1 June 2009 (the scheme has already been introduced on an experimental basis in a number of départements), along with a "single integration contract".
