Germany: Upper house rejects proposals to rescue 'contract compliance'

On 23 May 2008, the upper house of the German parliament (Bundesrat) rejected proposals from three federal states for legislation to secure minimum wages in public contracts. This follows a recent controversial ruling by the European Court of Justice (ECJ) that public authorities may no longer insist that firms undertaking public contracts must pay collectively agreed wage rates.
