LAs to get more carrot, less stick

HSC chair Bill Callaghan has confirmed a marked change in the approach of the HSC and HSE towards the enforcement of health and safety by local authorities. Gone are the threats, replaced by a "new and genuine partnership" between the two enforcers that will see them "working effectively together".
