Spain: Government plans experience-based vocational qualifications

In September 2008, the Ministry of Education announced plans to enable workers without qualifications to obtain them, based on the recognition of their work experience and skills.

It is estimated that some 12 million people - 58% of the Spanish workforce - do not have a recognised vocational training qualification or secondary education qualification.
